What a price to pay

Just reading where the city of New York reaches a five million plus verdit for the chokehold death.Well it seems to me they pay out quite a bit of money every year because of police wrongdoing. If this money was coming out of the police pockets that are guilyt of wrongdoing I beleive they would think twice brfore tey act or react. We know there is some good and some bad in everything.
