Someone tell me why would a grown man try cleaning a gun that is loaded?

It is even worst a child or children are present. I read where a father was cleaning a loaded gun that somehow shot and wounded a two year old child. This could be prevented. In the first place, no one should clean a loaded gun. When this happens and a child is injured, the father should be held accountable and charged for his actions.
